American lawmakers are meeting during the weekend for the first time since the federal closure began over a month ago, but hopes for a bipartisan agreement on how to resolve the standoff appeared to recede as GOP senators proposed a proposal unacceptable to Democrats: scrapping the ACA, known as Obamacare.
Growing Impact of Government Shutdown
The effect on US citizens from the longest shutdown of the federal government in history deepened on Saturday, as government employees went unpaid, carriers were compelled to ground planes and SNAP benefits have been postponed for forty-two million Americans.
Trump's Plan from Florida Resort
As Saturday's meeting got started, Republican senators welcomed a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by health savings accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Endorsement
Multiple Republican senators praised the proposal, which is comparable with a replacement for Obamacare proposed in 2017.
"We will replace this broken system with something that is truly better for the consumer," one senator stated.
Another senator praised Trump's proposal on social media, and displayed a large print of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator wrote in response to Trump's proposal. "We must stop public funds from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."
Opposition Response
Democratic senators expressed concerned responses to Trump's plan.
"Essentially, Donald Trump's 'proposal' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been defeated by the public and Congress."
Another senator responded to the censure of carriers by writing: "Well, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Seriously? Then I applaud your support for Medicare for All."
Ongoing Talks
The Senate adjourned without finding a solution, but Senate Republican leaders have indicated an willingness to an developing plan from a small group of moderate Democrats to end the shutdown in exchange for a later vote on the Obamacare subsidies.
One Democratic senator, who is leading the negotiations among moderates, said that Democrats "require another path forward" after Republicans rejected an offer to reopen the government and extend the subsidies for a year.
Another senior Democratic senator continued in maintaining that Republicans should accept a one-year extension of the subsidies before discussing the future of the subsidies.
"Inaction is derelict because people will go bankrupt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That's what will happen if this Congress does nothing."
Political Situation
None of the Republican senators seemed to address the fact that consumers would still need to buy plans from the same carriers, or that Republican lawmakers need the support of eight Democrats to reopen the government, and the idea of repealing and replacing Obamacare with HSAs is unlikely to earn a single Democratic vote.
Some analysts suggested that the essence of such a plan would remove the ACA's mandate that insurance companies cover patients with existing health issues.
After his golf outing, Trump returned to his private club and doubled down on his insistence that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a iteration of the plan that was unsuccessful to secure enough support in 2017.
